The existing India e-Seva Kendra website states that licence payments are treated as investment for the selected duration of the web-based software and are non-refundable and non-transferable except where expressly provided in the applicable agreement or law.

Before payment, applicants should read the current application, agreement and payment terms carefully and proceed only when they understand them.
